I'm still waiting for the admissions decision but more likely I'll end up at Buffalo or Binghamton. If these schools have defered recruitment and all the freshmen get to rush in the spring, wouldn't the chapters choose freshmen rushees over transfers?

That depends on which organization you rush. Some groups purposely look for freshmen, as they can serve the organization for a longer period of time than upperclassmen. But if the organization in particular sees that you are a strong enough candidate, then you'll more than likely get offered a bid. As a transfer student myself, I advise you make sure you pursue all of your options when looking for a GLO to rush. If an NPC isn't in your cards, try one of the Locals on campus, or even consider a Cultural or Academic organization to see if you'd might be interested in once you're at your new school. One thing you can do now, however, is visit the websites of the chapters on each campus you're applying to. See what fits you, your values, beliefs, and interests. That way, rushing will be a lot easier and less stressful when you go through the process, (or, if you go the informal route, you'll be more apt to make a decision on which organization's Rush to attend. ).
