In the Beta Chapter, the only way that an active sister may miss a mandatory event is if she has received an excused absence from the secretary at least 24 hours before the event takes place.
If an active decides that she doesn't want to go to a mandatory function and doesn't have a logical excuse, then she is fined.
If your chapter doesn't have fines set for these instances, there really isn't a whole lot that you can do. You could amend your bylaws, but that will take awhile before the amendments come into play. If all else fails and you are still having problems with officers, you could remove them from office.
I might sound mean, but my chapter always has issues with certain girls that don't show up to anything. I'm the secretary, so I get to deal with them. I understand your frustration; it's hard to accept that some of our sisters don't love Sigma Alpha as much as we do.
