No, it is not passe. Good manners and classy dressing never become passe.
Unless you live in a very warm climate, white below the waist is inappropriate after Labor Day (unless it's winter white). White is worn during the warmer months in order to keep the wearer cooler. In the early Spring, Fall, and Winter, there's no need to keep cool. The temperatures are not high enough to warrant keeping cool. So, white below the waist is reserved for the Late Spring/Summer months. Besides, who would want to wear white shoes or a white skirt in November? I don't even wear white shoes AT ALL.
