blame the parents when the child is 4 or 5 and is screaming his head off in a restaurant or acting up/being rude. By the time that child is 18, s/he has been exposed to people other than her/his permissive parents and should know what is acceptable behavior from school, peers and even TV. By high school, they know they are little sh*ts and it is up to them to change that behavior or continue to be smug and snooty until something knocks them down a peg.
