It's a mutual selection process. Both sides have to want to be together.
There were some girls, even on my small campus, who didn't receive bids, but I wouldn't have wanted to just arbitrarily have them put in my sorority because we didn't make quota or total. They may not have fit with us, and if they didn't want to be there, they would have ended up depledging or terminating anyway. No chapter, no matter how small, wants "pity pledges."
As far as SDT, the impression that I've gotten is that their HQ gives them lots of leeway in this and rather than pushing numbers pushes girls who truly fit with the organization. I think that's awesome.
