Collin is right - this is the "charging" message.
It means the USB link is still 'solid' and it's receiving power from an outside source - if it's linked to the computer, you can either right-click the USB icon on the task bar (it's a gray thing with a green arrow over the top, when you hold the mouse over it it will say "Safely Remove Hardware") and use the "stop" command, or you can right-click on your iPod's name in iTunes and hit "eject" to stop it.
If it's plugged into another source, there's no file-transfer link (just charging) so you can most likely just pull it out, although if it's docked it may be helpful to turn off/unplug what it's docked to.
