I think she means don't wear tops that are way too small for your chest, if you have big boobs. Cleavage is fine whether it is small or big boobs, but your tops should not be so tight or ill-fitting that people take one look at you chest and think: "OMG....RELEASE THE HOSTAGES!!!!"
