I have 2 questions:
- How is total set?
- What effect did the Green Book changes have on recruitment (that is - did it change how quota was set or release figures?)
I understand how quota was set under the old rules and bid matching and all that, I was just wondering about the changes from (I think) 2005 - what was changed?
