**A disclaimer that I was told this by a staff member at AOII headquarters**
Actually there was a woman that joined Phi Mu, transfered schools and rushed again. She was then initiated into AOII (or the other way around). I do not believe that it was done because she wanted to see how many groups she could join, etc, just wanted to college greek experience on the new campus that probably did not have a chapter of Phi Mu. Somehow it was eventually found out because of a local panhellenic or something and she had to relinquish her membership in both NPC sororities.
It could be common, but there really is no way of knowing unless a database is put together (because remember that if the question of having been initiated into an NPC group is not on the recruitment application it probably is not going to be offered information - whether the intention is to deceive or not! If the question is on a membership form and is ignored, then that is an issue to take up with the chapters.)
