No, I don't tthink so. The designs he's making aren't of any official insignia, like the badge or coat-of-arms, but of a historic Mystic Cat design. You can see one of them

The reality is that since he is in Europe, it would be hard to do anything except ask him to stop. The other reality is that a lot of brothers have liked his work, so they're buying it.
