I personally didn't have recs, and didn't even know about them before recruitment. After I was in though, I wrote them for people I knew from home or friends who I thought would be great assests to my sorority.

Are they helpful? Sure, because houses are made aware of the women in advance and may give more consideration to them more than a woman with no recs.

Are they essential? They definitely weren't in my situation. I came from a high school in Illinois that sends 200 students to U of I each year. Chances are you'll already have people who will know you in the houses. I think that I knew at least one or two people in every house from my high school (and in some houses it was closer to 10), and they knew me. It's not exactly a rec, but there are still people on the inside who can vouch for you.

If I were in your shoes, would I get them? Yes, because on a campus that is as huge as U of I, a rec might be the little extra that will give you a second look at some houses that cut heavily in the first few rounds.
