Maybe I just grew up in a rather conservative, mostly Clear town, but my high school had a very strict dress code for prom. Splits couldn't be higher than the knee, girls couldn’t show their midriffs in any way, guys had to wear dark colored suits or tuxedos, and the list goes on. Anyone bold enough to show up in violation wasn't admitted and their prom fees were not refunded... But this was a school were guys couldn't wear braids or earrings, and hair couldn't be dyed any "unnatural" color (i.e. no blonde hair on black girls or bright red hair on white girls
