I think another aspect to your #2 statement is that the four sororities in the D9 chose to come together under the same umbrella council, and not necessarily that AKA was the first that 'influenced' the founding of the other three, per se. Like you said, there are other BGL-sororities that are not associated with NPHC. Oh, 1933 copy of Baird's Manual, where are you when we need you?
