He was arrested late last night in Jefferson County, TN. He was about a mile from his parents' home in Dandridge, TN. He was wanted for rape, kidnapping, and murder. The kidnapping charge came about because Tiffany's wrists and neck were bound.
Kudos to all the law enforcement people involved in his swift capture!
