Was he rehabilitated? Well, that depends on the definition of "rehabilitation." He's probably sorry for what he's done.. but I think that he is SO unprepared for the real world, that he doesn't know what to do.

He certainly lost out on a proper secondary education, and I remember that his test scores (at the time he killed the girl) were below grade average.

Personally, I think Tate needs a lot of therapy - emotional & occupational - but I don't think the State of Florida wants to foot the bill...they probably would find it easier to keep him locked up, because he has been deemed "a risk."
