If you have bangs, grow them out. They tend to make you look younger (last cut I got... my stylist briefly tried to talk me into bangs. We ultimatley decided against them because they'd make me look younger, which isn't something i need in my career right now). You don't have long hair, so that shouldn't be an issue. I don't know what kind of stylist you go to, but go somewhere more upscale and explain what look you're going for and they can probably offer suggestions.

I agree with those who said to shop at stores like Ann Taylor for more grown up clothing. Be conservative, wear conservative jewelry and shoes. Heels, but more along the lines of pumps, not wedges or strappy sandals. Unless your work environment is more creative and that's the norm.

It doesn't sound like you necessarily wear makeup everyday. Start wearing some. Nothing crazy, but mascara, a little eyeliner and neutral colors. Especially if you're naturally strawberry blonde, your eyelashes are probably light as well, and mascara makes a big difference.
