Four years ago, I got called to jury duty. When we were in the courtroom waiting for the attorneys to pick a jury, the judge asked "is there anyone in this room who doesn't speak enough English to understand me?" No one got up. When a Korean immigrant was brought to the stand to be questioned, he sat there with a confused look on his face and didn't answer. After someone was able to translate for him, it turned out that he is an American citizen, had lived in America for 32 years at this point, had a business, and yet, despite all of this, spoke virtually no English. I found it sad that after living somewhere for 32 years, it was possible to know so little about it. My grandparents moved to America 12 years ago, and while her English is far from perfect, my grandmother knows enough to get around and understand what people are saying.
