I think the phrase colonizes is throwing us off since NPHC orgs (except for Iota) do not colonize. There were 5 women initiated as AKAs, probably not enough to charter a chapter (just speculating here) so they formed this nonprofit org instead through which to do community service. As they garner more interest, they will probably charter a chapter.
Sounds creative and shows a deep commitment to service to me. Kudos.
