I really dont know, I posed the question to get a more informed opinion.
It being the parents doesnt strike me as being the primary culprit in the situations where kids are planning to kill in a Columbine style masacre. I wondering was it the medications that kids are taking (ritalin, etc) musical or television influence. I just cant imagine that parents are influencing their childrent to take guns to schools and shoot people. But then again, I could be wrong.

I wouldn't say that the parents are ENCOURAGING their kids to kill, but they are at the lowest level failing their children due to their neglect. If you blame the medication...why are kids this young even on medication? What is missing in their lives that they are so depressed that they need to be medicated? If you blame music/television- why are parents allowing their children to be raised by music/television/violent video games? I think that people are so quick to blame the media (i.e. "Marilyn Manson made my child go out and kill") when the finger should first be pointed at the parents.
Like Eminem said in one of his songs "How much damage can you do with a pen? Where were the parents when little Terrance jumped off of the terrace. You should've been watching him, apparently you aren't parents." I think it all comes back to upbringing and parents having a strong, authoritative role in the lives of their kids.
