You need to set your priorities straight and look at what the chapter is really doing. We are a great house, with amazing girls. We have the studen body vice president in our house, this year an outgoing senior was just nominated for the Chancellor's award (an award given to the top 10 graduating seniors on campus, voted by the Chancellor). This past fall we were second in the all fraternity/sorority GPA's with a 3.33 (only second behind Beta Theta Pi, who had a 3.48). The all sorority average was a 3.11. These amongst many other things.
How could this get us into trouble with HQ. We are not forced to do it by any means, and we for sure don't get in trouble for not doing it. I don't know of any girl in the house that doesn't agree with it, and I think that a chapter can't be punished for a girl making a decision about what she wants to wear to school.
