In this case, what happens to Jack is not isolated. Mr. X commits this behavior to everyone and is generally considered harmful. I geuss that's why it's not considered imporant. And, worker morale is very low, it seems everyone there wants out, something like this wouldn't be top priority.
Although partly intended as a joke, I wanted to bring up something that i consider a valid point. To give the "out of control anti-hazing" as an example, i think when society wants to prevent something negative from happening, too much bureaucracy causes the original objection to be lost. Instead of not wanting to appear discriminatory vs gays, a straight person would just ignore a comment like this and behavior of gay individuals.
