It means someone who is concerned about her outward appearance more so than nurturing her inward one, IMHO. I don't think there's anything wrong with taking pride in one's appearance, but when you'd rather get a perm than pay your phone bill, or buy a new dress when you can't make your car payment, you have a problem!
I'm not high maintenance anymore. I was on my wedding day, but that was the first time in years that I felt that way. Simple hair, simple clothes, and simple makeup is my motto.
