The DAs is always caslled into situations like this and rightly so to get it out of the Departments Hands.
I have watched this Clip many times and just shake My head in wonderment.
Officers carry weapons, they are trained to use those weapons only as a last resort. That is why so many different types of weapons are available to Officers=Tasers, Batons, Pepper Spray, ECT.
This Officer screwed up period.
He may have had family problems or whatever, but they are supposed to be left behind when one straps on a weapon, has a Badge, and in a Police Car. Granted, it is not easy, but He should be prosecuted to the fullest.
I realized one day that I had the "POWER OF GOD" on My Hip=Life and Death and that is a terrific responeability or at least to Me.
He is going to pay for this and it is a shame. But, He should pay. He could have killed this person.
