From what I remember is that in extreme cases, the Supreme Court can grant some kind of presidential powers during a national emergency to be addressed for a specific amount of time and I think it is outlined in the constitution.
I also think that it was done before like around the civil war... But, I could be wrong...
And at 9-11 didn't NYC delay Bloomberg's inauguration and transfer of power until the crisis was quasi-resolved? Just asking?
