It didn't decompose to the bones or anything, most likely - 'advanced decomposition' probably refers more to tissue death and decay.
This would mean that the tissue had lost its elasticity and 'shape', probably taking on a black appearance and foul odor. This process would be identical to an advanced stage pressure wound (also called a 'bed sore') in an elderly nursing home patient - probably level IV or V.
All in all, this seems like a pretty minor thing to get worked up over - I can't imagine what kinds of steps people think should be taken. Supercold transoceanic cargo planes? The whole thing seems inane, although I do feel for the family's loss - I do understand that it might help them with closure to 'see' their beloved one last time.
