Yeah, after reading all this I'm reminded of my 4-H experience. All our club ever did was cook a meal, eat it, wash the dishes and do sewing projects on our own. The club 2 miles away raised livestock, went on tons of cool trips, you name it. It all depends who's running that particular club/troop and how much the parents of the members expect from it.
