So, it sounds like this is a sub-rosa fraternity, not part of the IFC... not that that makes the story any "better," but at least it doesn't implicate the IFC.

OK, now I am even more @#$%ed off about this whole deal than I was before!!!
This is a fraternity that the national (if they had one) and the school have basically branded to the world as outlaws by not recognizing them. All has been done that can be done to prevent people from joining - short of preventing the "brothers" to gather in any way, which would set a dangerous precedent. The fraternity in effect, if it was a restaurant, has a sign on it saying "Closed by the Department of Health."
But you KNOW they will barely bring that up, if at all. This fraternity which probably most Greeks would condemn, will be presented as being indicative of ALL Greeks. I hope I'm wrong, but I seriously doubt it.
