Spend between 8-900 and 3 grand on a band, preferably one with a horns section, the best formals and semi formals I've been to all had bands with horns sections.
Make sure everyone dresses up, hire a bartender and have open bar, making it a cash bar slows things down and means people spend more time waiting for drinks than slurping them down and dancing.
