How much power does the NPC have over a local panhellenic?
As an example, can the NPC - not the campus but the main conference - decide to come on a campus without an invite from the campus to do so? (i.e. open/add a new GLO) In other words, say K-State's (only used as an example here) panhellenic refuses to open up for expansion when clearly it would be in their best interest to do so. (And yes, I know this isn't a likely scenario, but for sake of discussion...) So would the "powers that be" be able to *tell* K-State's (again, only an example) panhellenic that they *have* to open to expansion? And be able to do so?
