If by "hooker boots" you mean go-go boots, I rock those all year long.
The key is, if it's cold out, you have to wear tights under your skirt and a turtleneck sweater to sort of "winter-fy" the look, or else you end up looking like one of those freshmen girls that run around in sparkly tank tops and strappy stilettos even though it's 28 degrees outside.
