There probably aren't enough houses, but the problem is that Ole Miss and its students are very steeped in TRADITION and a new house that came in would probably have a problem attracting people from the older groups. And if the girls don't get the group they want, they often drop out of recruitment completely. It's like going to the mall and saying you'll find the perfect prom dress or you won't go to the prom at all, you won't get a (in your eyes) "just OK" prom dress.
Most of the national sororities are aware that's the way things are here and as such are wary of investing beacoup bucks in a new chapter that may not do well.
