I don't believe this is a written rule. I think it's simply a matter of respect for your letters/organization.
In regards to drinking in the house, if you're a MoP chapter, your house is dry. So that shouldn't even be an issue.
I don't agree with drinking while wearing your letters. I think bystanders will be given even more reason to think that "Animal House" is the majority still today. Our chapter is usually pretty strict about this rule. The letters you wear (in any fashion: shirt, jewelry, etc) mean something. Or, at least, they should mean something. And none of those meanings are related to alcohol or partying.
