She gets more than her fifteen because she knows what she's doing. She's ridiculously rich. She knows how to play the media. This is a woman who doesn't run from paparazzi, but poses, smiles the entire time, and drives away (or goes in the club) still smiling. She's as stupid as she pretends, I believe she has a Masters in Literature or some such and money or not, you don't really buy post-graduate degrees. She always manages to keep herself in the news just enough that it's not the Jen/Brad/Angelina overload, but you can't ever forget her.
I don't particularly like her, but I gotta say, I'm rather impressed.
