Sometime we choose to be city wide because the individual schools in a community have low percentages of Black enrollments, so to maintain a viable chapter we wish to pull from all of the schools in a city. As someone who was active in a city-wide chapter I have struggled with my feelings on them. I can understand it in instances where there are campuses that can't sustain a chapter but in large cities (Chicago) I think they can make life difficult. Each university has its own policies about events/funding/maintaining a presence on campus and it can be a big headache.
