Is anyone on GC familiar with the way the moderation system on slashdot works? Individual posts can get "modded" up or down - they get positive points for being insightful, interesting, informative, or funny and negative points for being trolls, off-topic, or flamebait. Individual users build up "karma" based on their track record, and this affects the starting value of their posts. The posts' ratings affect how visible they are - the top ones are prominent, and the worst ones don't display at all unless you specifically set your browsing level to show them.
Slashdot also has a rotating moderation system, where randomly selected users with good "karma" are occasionally given mod points to give out as they see fit. There's even a meta-moderation system where established users rate moderators, and the bad ones aren't allowed to be selected anymore. So it's fairly complicated, but the good thing about it is that it keeps things impersonal. The "karma" system also rewards users who behave well and keep the same user IDs.
