I'm not surprised to see Detroit near the top of the list at all. Even with all the improvements, it is still a very dangerous city.
I am shocked to see Troy as one of the safest cities. It is about 10 minutes from Detroit. I guess they are thinking that criminals don't have cars.
Cars are always getting broken into at the mall out there, but maybe that doesn't count.
