Really? I'm a life-long Chicagoan, and I have NEVER worn thermals under my everyday clothes. Actually, if you're going to be out and about shopping or whatever, keep in mind that you won't be out in the cold for too long (I assume you'd be going from store to store, riding in cabs and the subway, etc.) and once you're in the shops, it'll be nice and toasty. You won't want to wear too many layers, otherwise you'll get overheated when you're inside. I find that wearing a sweater, a thick yet cute scarf (FOR GOODNESS SAKE, DO NOT GET A BURBERRY SCARF!!!), and a warm wool 3/4 length coat suit me just fine.
