ZLB, I think you should get it cut. I have thick but very fine, straight hair, and I've been trying to grow it long forever. I finally had it just about to my shoulders, but ended up getting a couple inches cut off because it just didn't look good, even though I spend a lot of time on it. Finally, I asked my stylist who confirmed my fears -- some people are just not meant to have long hair, and I am one of them. Next time, I'm going to go even shorter!
In theory, layers might be a good idea, but I find that my hair just goes flat no matter what, and layers kind of look dumb that way. Here's my suggestion -- a chin length (or at least above the shoulders) bob, all one length, no bangs, parted on the side. If you don't have time to do your hair and always end up with a ponytail, I think you'd be much better off to cut it and actually wear it down, since it will take much less time. It would look great and classy!
