No. My chapter was not big enough to need an e-board or specific committee. We just usually talked it out among ourselves. One or two people would have an idea, we'd discuss it, then check with the tresurer (?sp) to see if it would fit in the budget.
The power issue usually stemmed from something like, 'Hey, let's have a yellow tea rose rush theme in the 'blue room' in the MSC', then someone would say, 'No, let's go with a poodle theme and have it in a room in the library.' Then we'd (the chapter) would just discuss it.
