The point is that the power was given at the Atlanta National Convention in 99 I believe where they just stated that the council of Presidents would have more wide band power. We must remeber that delgates are selected by NPHC chapter and not Orgs. So if you have an NPHC chapter in your area the got 2 voting delegates. The COP can decide in the best interest of the body at all times and the COP can veto any legislation passed by the NPHC body at any time and send it back for a revote where it may be overturned.

Sounds just like National Gvt.
