As LXAAlum said, anytime there is noiteriaty of this nature, The Locals and IHQ will look very strongly at the situation.
As Jono also asked, why arent the Underaged people cited as they know they are and can get people in a lot of trouble.
I know, I know, age at that age is a balancing point from Kid to Adult.
But, anytime a GLO is involved, Hell Fire and Brimstone break loose.
