Not to make this all about me, but here in Vancouver, there aren't any civic/social organizations that have service to the Black community as their mission -- mainly because we're such a small part of the population here, but also for many of the same reasons you alluded to in your post. But your notion of cultural fiefdoms? I am right here >< with you, AKA_Monet. Vancouver is exactly the same.
