I see three possible scenerios:
(1) The Social Security Administration forgot to mail his social security check. Rambo is pissed and goes on a rampage to reclaim his check.
and
(2) Loud neighbourhood kids has been creating havoc in his retirement village. Rambo is pissed and goes on a rampage to reclaim his village from the punks
or
(3) He has been called up to serve in Iraq. First, the national guard have to be sent into his retirement village. Rambo is pissed and goes on a rampage to fight off the national guard
