Actually, it's fairly common around here for inns (or bed-and-breakfasts, at any rate) to ban children under a stated age, often 10 or 12. Usually, such inns ban dogs as well, for the same reason - they make noise and can cause damage.
I have had more than one vacation, including my honeymoon, disrupted by small (and not so small) children who were left unsupervised and were running crazily up and down corridors, slamming doors and screaming and shouting. So I feel the innkeeper's pain... although I am confused as to why he would still allow dogs while barring children.
