Wow that totally sucks Carnation. I had a similar experience on my block awhile back. Some dumb ass was talking on his cell phone not paying attention to his tiny, unleashed dog. I almost hit the dog when it ran out in front of my car. I parked and got out and asked him why he cared more about talking on his cell then the well-being of his pet. The guy started cursing ME out. There are so many unresponsible pet owners out there, it is frightening, especially to think that some of them are PARENTS of humans too
