If the
potential interest is active in his/her community and/or even just earns and maintains a certain reputation, their work and character won't go unnoticed. Members of these organizations are everywhere, and (so far as I have seen with my own eyes) individuals who stand out as having the makings for a quality member may be approached without ever having expressed interest.
