Backhandedly, the school's statement is an endorsement of GLOs - at least the affiliated ones. I'd put the best parts of the statement in the rush brochure, and on a banner in front of the house.
I'd consider the unaffiliated groups just like another campus club - maybe you would have a mixer with the Lettermen's Club or the Freshman honor society, or with an unaffiliated GLO. No harm done.
