If you know of a group operating in secret-- that is, they have lost recognition by the university and have had their national charter revoked, please contact the campus Greek Adviser (or if there is no Greek Adviser, contact the office of the Dean of Student Activities). Please also contact the HQ of that national group-- you may find their contact information on the web.
ETA: Per the link you provided, the university is aware of this and has made an official statement, discouraging students from joining.
If these unrecognized locals cause you personal harm, I advise you to take it up with the appropriate student disciplinary council. That aside, encourage your fellow students to participate in activities that are recognized by the university.
Have these organizations caused you personal harm or discomfort? I believe your school has addressed the situation, and there is no more cause for question.
