Former FEMA chief Michael Brown testifies before congress

From the CNN.com story...

http://www.cnn.com/2005/POLITICS/09/...own/index.html

A particular snippet I found interesting..

Brown is still being paid as a consultant to help FEMA assess what went wrong.

WTF? I have worked in non-proft governmental affairs before and this is actually pretty common. Its like a severance package if someone was let go for political reasons. But what I dont understand is that congress has subpoena powers, so why is he being paid to testify about what went wrong? Maybe his payment goes longer than the testomonial period (the article doesnt say). I dunno. But dont understand.
