That's a tough ass question.
I'll have to think about that for awhile.
I really can't come up with an answer tailored to your situtation...but one thing that can always improve a chapter is the type of men you recruit. I believe you are the recruitment chair and the power really is in your hands as to how the future of the chapter pans out.
